Duties

This position is a phytosanitary (plant health) inspector for the United States Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS) preclearance program in South Africa. The position safeguards U.S. agricultural resources through the inspection of fresh fruit and plants for export to the U.S. to certify freedom from plant pests and pathogens of quarantine significance. The position monitors the production, packing, storage, treatment and transportation of commodities to ensure operations are in compliance with the preclearance Operational Work Plan and meet USDA requirements. The position duties require some physical exertion such as long periods of standing and walking, crouching or stretching in order to examine plants and plant products in confined industry workspaces, fruit production areas and SENSITIVE BUT UNCLASSIFIED storage facilities. The position supports the APHIS Plant Protection and Quarantine’s (PPQ) Preclearance and Offshore Programs office and the Area Director for Europe-Africa-Middle East Preclearance Programs.

Qualifications and Evaluations

Requirements:

EXPERIENCE:  Three years of progressively responsible experience in regulatory quarantine operations and program development or plant pest management and mitigation is required.

JOB KNOWLEDGE:  Knowledge of basic plant health sciences, inspections, quarantine pests and treatment protocols associated with the plants and plant products for export to the U.S.Education Requirements:

Completion of university or college level studies in biological sciences, agriculture, agronomy, entomology, or plant
pathology is required.

  • College (2 years) or Post-Secondary School

Evaluations:

LANGUAGE:   Fluent speaking/reading/writing of English and Good Working Knowledge in one additional official
South African Language is required.

SKILLS AND ABILITIES : Ability to develop proficiency in agricultural inspection activities and to organize and execute assigned responsibilities and tasks. Ability to work cooperatively within a team as well as with representatives from the host government and private industry. Must be able to effectively communicate in both verbal and written formats. Proficiency in the use of Microsoft Office Suite, especially Outlook, Word, PowerPoint and Excel; and typing skills is required. Driver’s license required. The job holder must have held a driver’s license for at least five years.
